The correct way to handle California;
As a business would do, spin off or sell off the parts that are bringing the business down; Mexico would probably pay a fair price for California. The Native Americans could pay a fair price, too. And the proceeds could buy more constituents from liberals in Texas and Alaska. Or, maybe Obama could just pawn California to China; The possibilities for the Prince of Incompetence are endless, since the Constitution is such a nuisance.
